TOKYO ANIME FESTIVAL! You don't really need to go for the sakura-fest, unless you really like being groped by drunk oyaji. I was there for the first week, and I kept getting hit on by drunk salariman at Ueno! >____> It's not so bad if you're a guy, but if you're a girl - it's best to go for the Tokyo Anime Fest instead...better otakus asking for your autograph when you cosplay as chii, rather than drunk old men groping you.
